There are tons of techniques in Adobe Illustrator. I am not actually a pro here but i can give you some ideas in making a vector graphics using adobe illustrator.  If you are good and has a lot knowledge in photoshop you should be able to quickly inherit them and transfer it to adobe illustrator since they are almost the same in principle. If you want to make vector graphics  and trace some  image, first you must look at the image that you are going to trace. Analyze what are the layers that should be at the bottom, what should be the secondary layers and what are layers for major and finishing details. 
If you want to see clearly what you are doing try to put the image to traced in the background layer, add some dim on it for about 50 percent and lock it since you are not going to use it for a while. 
For me i separate the layers in terms of colors and details.. if it is a base color, it should be at the back then at the top of it are the secondary colors, shades and details like stroke. And if you want to make everything easier to do, study how the stroke, gradient, symbols and clipping mask work......
layer lock is very important to use specially for a complex project that has too many layers. Study also how the move tool works. and practice how the does the shortcut  'a' and 'v' works in different manner.... Good luck :)

I really hate actions in a repeated cycles like a repeated stroke of your hand when you are tracing an image to get its vector art, but since it is for a friend who needs to smile i tried to finish it even at a run time of it i still getting irritated and want to pause and finish it next month. :D

but i did it.... i made my will to finish it yesterday.... ^_^
